Answer:
Prove zakah payable
every year
In the name of Allah, We praise Him, seek His help and ask
for His forgiveness. Whoever Allah guides none can misguide, and whoever
He allows to fall astray, none can guide them aright. We bear witness that
there is no one (no idol, no person, no
grave, no prophet, no imam, no dai,
nobody!) worthy of worship but Allah Alone, and we bear witness that
Muhammad (saws) is His slave-servant and the seal of His Messengers.
Whenever the Lord Most High Commands the believers a rite
of worship, it is the wordings of the Lord and especially the practice and
implementation of the Messenger of Allah (saws) which would determine whether
that rite of worship is to be done once in a lifetime, or once in a year, or
multiple times in a day.
For example, the Lord Commands the believers in His Quran
to establish prayer; and it is the practice and implementation of the Messenger
of Allah (saws) which proves that it is to be offered at the five appointed
times of the day.
Similarly, the Lord Commands the believers to fast in the
month of Ramadan; and it is the practice and implementation of the Messenger of
Allah (saws) which proves that this obligatory fast is to be observed every
month of Ramadan in every year.
Similarly, with the rite of Hajj…it is the Prophet (saws)
who clarified that one visit to the Sacred House during the appointed days of
Hajj would suffice to fulfill this obligatory rite of worship.
Ibn 'Abbas
narrates that once the Prophet (saws) addressed us and said: "O People!
Hajj has been prescribed for you." At this Al-Aqra' bin Habis stood up and
asked: "O Prophet of Allah (saws)! Are we to perform Hajj every
year?" The Prophet (saws) said: "Had I said 'yes', it would have
become a (yearly) obligation, and had it become a (yearly) obligatory duty you
would have failed to keep it. Hajj is obligatory only once in one's lifetime.
Whatever one does over and above this is supererogatory (a voluntary act) for
him.

Similarly when the below quoted Aayah making the payment
of the obligatory Zakah in the eight sectors prescribed by Allah Subhanah were
revealed, the Messenger of Allah (saws) himself practiced and implemented the
collection and payment of zakah from the believers on an annual basis.
Allah Says in the Holy Quran Chapter 9 Surah
Taubah verse 60:
60 Alms are for the poor and the needy and those employed to administer
the (funds); for those whose hearts have been (recently) reconciled (to truth);
for those in bondage and in debt; in the cause of Allah; and for the wayfarer:
(thus is it) ordained by Allah and Allah is full of knowledge and wisdom.
That the obligatory ‘zakah’ dues are to be paid annually
every year by every eligible believer is something on which all the scholars,
jurists, and schools of thought are absolutely unanimous, and not a single
sect, or school, or scholar or jurist in Islam disagrees regarding its annual obligation.
Al-Tirmidhi Hadith 173 Narrated by Abdullah ibn Umar
Allah's Messenger (saws) said: ‘Verily my
Ummah, or the Ummah of Muhammad, will not agree on error and the Hand of Allah
is upon the community; he who sets himself apart from it will be set apart in
Hell Fire.’
Whatever written of Truth and benefit is only due to
Allah’s Assistance and Guidance, and whatever of error is of me alone. Allah Alone Knows Best and He is the Only
Source of Strength.
