Zakaat al-Fitr on behalf of a foetus

It is mustahabb to pay it because of what ‘Uthmaan (may Allaah be pleased with him) did, but it is not obligatory because there is no evidence to that effect.
And Allaah is the Source of strength.
Whatever written of Truth and benefit is only due to Allah's Assistance and Guidance, and whatever of error is of me. Allah Alone Knows Best and He is the Only Source of Strength.
