Answer:

In the name of Allah, We praise Him, seek His help and ask for His forgiveness. Whoever Allah guides none can misguide, and whoever He allows to fall astray, none can guide them aright. We bear witness that there is none worthy of worship but Allah Alone, and we bear witness that Muhammad (saws) is His slave-servant and the seal of His Messengers.

Your Question-1:  I am an 28yr m, and sincerely i never had sex, nor even a kiss, and even i don`t have a girl friend too,But since Iam single, many times my inner concious allows me have sex, and even at the normal time, when i pray,my mind is follows to have sex, Please me some surah or some advice to over come this evil.

In this day and age of promiscuity, it is indeed praiseworthy that you have kept yourself pure for as long as you have.  Beloved brother, it is only natural that when a person gets of age, he has a natural longing and attraction towards the opposite sex.  The One Who Created man is the Same One Who Created his nature, and the Lord Most Merciful has allowed the believer to fulfill his this natural desire of sex only through the sacred institution of marriage.

The absolute best advice to one who is of marriageable age and wishes to guard his chastity was given by none other than the Noble Messenger of Allah (saws):

Sahih Al-Bukhari Hadith 7.4  Narrated by Abdullah

We were with the Prophet (saws) while we were young and had no wealth whatever. So Allah's Messenger (saws) said, "O young people! Whoever among you can marry, should marry, because it helps him lower his gaze and guard his modesty, and whoever is not able to marry, should fast, as fasting diminishes his sexual power."

Beloved brother, take the advice of the one who was sent as the Best Counsel to mankind, Prophet Mohamed (saws), and seek to marry a righteous woman as soon as you can; and if for any valid reason you are unable to marry at this time, continue to strictly guard your modesty by performing voluntary fasts; for nothing reduces and diminishes a man’s sexual power likes fasts.

Your Question-2: Is is allowed in islam to have a girl friend just to share the feelings of a male

Beloved brother in Islam, Islam absolutely permits and encourages the believers to have ‘girl-friends’, but stipulates only one strict condition!: that these ‘girl-friends’ must be a mehram blood relative of the person.  Thus the best ‘girl-friends’ a believing man can have and confide in are his mother, his sisters, his maternal and paternal aunts, etc.

But if by ‘girl-friends’ one means to befriend non-mehram girls, Islam absolutely prohibits such friendships and illicit relationships, for there is a distinct possibility that this friendship with non-mehram members of the opposite sex might lead one to the evil and heinous path of ‘zina’ or fornication and adultery!

Allah says in the Holy Quran Chapter 17 Surah Israa verse 32:

Do not even go near ‘zina’ (fornication or adultery) for it is a very indecent thing and a very evil way!

Allah says in the Holy Quran Chapter 24 Surah Noor verse 2:

The woman and the man guilty of ‘zina’ (fornication),  flog each one of them with a hundred stripes,  and let not pity for them restrain you in regard to a matter prescribed by Allah;  if indeed you believe in Allah and the Last Day!    And let a section of the believers witness the punishment inflicted on them.

Zina (fornication and adultery) are considered amongst the gravest sins in Islam.   One can imagine the severity of the sin, by the punishment Allah and His Messenger (saws) have decreed for the sin. If one is living in an Islamic State and gets convicted of the sin of zina (adultery), the punishment prescribed by Allah and His Messenger (saws) is that he/she should be stoned to death!!  And if the person dies without making Taubah or asking repentance from Allah Subhanah in the life of this world, the punishment of the Hereafter in the Just Court of Allah Subhanah is even more severe than the punishment of the world!!

Zina is considered such an evil and such a grave sin that Allah has advised the believers in the Holy Quran 17:32 .. ‘Do not even go near ‘zina’….’.   Leave alone the actual act of ‘zina’, the act is so detestable to Allah Subhanah, that He has Commanded the believers not to even go near zina, if indeed they fear Allah and the Last Day!!!

Whatever written of Truth and benefit is only due to Allah’s Assistance and Guidance, and whatever of error is of me. Allah Alone Knows Best and He is the Only Source of Strength. Allah Alone Knows Best and He is the Only Source of Strength.
